2/ The verb they use is "track" (note how "personalize" is more buried). @apple has been consistent about trying to turn "track" from an insider digital marketing term to a dirty word. I'd wager they've succeeded (or are close to it). https://www.apple.com/privacy/ 
3/ I'm surprised they use the word "personalize" at all, since it hints that "tracking" is but a means to a (perhaps) nobler end: a better user experience. But then @apple ditches that notion and says "personalized ADS." It's a subtle jab, but it's a jab. No one likes ads.
4/ With my marketing copywriting hat on, my take is that they WANT users to decline permission. This may be a UX test: see who reacts to this and how they react.
5/ Because why put the jab in there about "ads?" Tracking can be used for many purposes. Clearly @Apple wants to use this prompt to build a specific perception among users.
6/ And if they are putting the focus on PERCEPTION-building right now vs. a more radical TECHNICAL change to #IDFA, it might be telling us that they are in "buying time" or "wait and see" mode. But in either case @Apple is not being passive. They seem to be driving at an outcome.

8/ OK that was some serious tea-leaf-reading, but the lingual aspects of this are interesting. Am I crazy...do others pick up on the same vibes?
