In Pennsylvania, I can think of two possibilities. One is that the desks are waiting for Biden to clear the .5 point recount threshold. That& #39;s a stated AP position.

Another possibility is the provisional ballots, which are a little murky so far if you& #39;re looking for 1000% certainty. That said, all indications are that they break Democratic: there& #39;s too much in Philly and Allegheny, and the early reporting in latter is that they& #39;re D+50
