Really, Stage 3 is not fun, especially for PMs who want to build superb products.
When PMs act like they run the show and/or the organization implicitly (but consistently) reinforces that, the other functions have no choice but to retract to "just doing their job". Need an egalitarian set-up for all functions to feel passionate about making superb products.
