Not only was Argus Filch a squib, he a was also a closet virgin who secretly lusted after Sybill Trewalney for an extended period after her appointment as Professor of Divination at Hogwarts, circa 1981.
Unbeknownst to Filch that Sybill was a divorcee, he made advances thinking she would agree to them breaking their virginities to each other but she utterly told him off. Something along the lines of, "I'm a Seer but I don't see us being together"
This came as a big blow to him. Following her rejection, an embittered Filch became even more sadistic towards the students, hanging them by ankles with chains for minor offences until such punishment was abolished and detentions were enforced.
Resigning to his fate that he wasn't going to get any pussy in his lifetime, he opted for something as close to a kitty as he could get. Enter Mrs Norris, his pet cat.
Now, I don't have to spell out the deep connection Filch had with his cat; for context, he took the cat to the Yule ball as his date.
For years, Filch harboured resentment and bitterness but couldn't do anything about it until someone who could came around, circa 1995/96 school year. Enter Dolores Umbridge.
Following Umbridge's appointment as Professor for Defence Against the Dark Arts and subsequent appointment as High Inquisitor endorsed by the Ministry of Magic, she dismissed Sybill Trewalney as Professor on grounds of incompetence to the elation of Filch.
He took pleasure in packing her luggages and other belongings upon her dismissal, feeling no remorse for the crying Sybill; only happy to not have to see her again to be reminded by her rejection a little over a decade earlier.
However Dumbledore's timely intervention prevented her from being thrown out of Hogwarts grounds since he reserved that right. This single act confirmed Filch's secret suspicion that Dumbledore had prior smashed Sybill, bringing his count to 2 in addition to McGonagall.

Regardless, Filch would later go seek out Umbridge to lick her toes after school hours and accepting to serve on her inquisitorial squad to oppress the students; two sadists having their way.
