Determining correct health policy on a mass scale under conditions of extreme threat and even greater uncertainty is a wicked problem. One of the best ways to cope with this problem is system heterogeneity -- let different regions implement different policies. https://twitter.com/bopinion/status/1254426587564593152
In contrast, cherry-picking one fortunate region and pretending that its policy was obviously correct in retrospect is easy, and worse than useless. It subtly insists that centralization must be imposed.
