This Rajmudra (Royal seal) depicting NAndi flanked by attendants belonged to Maukhari Dynasty which briefly ruled north India in Post Gupta period - Must be pious devotees of Mahadev...
But they weren't the only one. For as this seal shows Maitrakas of Valabhi also adopted Nandi as their Rajmudra. Afterall IT was but natural for custodians of Somnath to adopt Shiva's mount as their royal seal!
Nandi was apparently popular motif for royal seals as we again Find Nandi and Trishula with Lotus on Rajmudras of Pandu vamshi rulers of Chattisgarh and BhaumaKara rulers of Odisha.
Sena rulers on the Bengal on other hand had Sadashiva himself on their Rajmudra such as this copper plate of Vallalsena shows!
Their predecessors Pala rulers on the other hand had Dharmachakra flanked by two deers (symbolizing first sermon of Buddha at Sarnath) engraved on their royal seal!
On the eastern border of Bharatvarsh - Rulers of Kamarupa/Assam adopted Ganesha on their royal seals. It was & is land of elephants afterall!
Moving towards Deccan - Yadavas and Shilahara adopted Garuda - mount of Sri Vishnu on their Royal seals. It was but natural that lord of Mahalakshmi was revered highly by these dynasties ruling over Maharashtra. :-)
However Garuda on their Raj Mudras was the legacy that they inherited from the imperial Rashtrakutas who proclaimed their YAdava extract through their devotion to Vishnu. Couchant lion was of course another motif on royal seals of this roaring lions of Deccan.
Royal seal of Ganga ruler of Karnataka. Elephant - symbol of Ganga dynasty flanked lamos and surrounded by by royal insignia - Conch, Chakra, shell, fly whisks and Chatra. Sun & moon symbolizing eternal rule of Gangas!

On side tour - Sharabhapuriya dynasty which ruled over parts of modern day Odisha and Chattisgarh had Gaja Lakshmi as their Rajmudra. No wonder wrea was prosperous in ancient times!
Chalukyas of Deccan adopted Lord Varaha along with Dagger and Surya - Chandra on their royal seals.
When Vijayanagara came into existence Chalukyas were gone for a long time and yet they adopted the exact same motifs on their Rajmudra perhaps as a part of conscious attempt to reclaim glorious Hindu past of the land!
