Has anyone seen a copy of the 151 page document in question, or at least know the origins of it?
No opinion yet on the accusations against him, although calling a press conference to deny being a cannibal is remarkable. Leavitt is definitely a fuckin' spook, though.

Having been through the 55mb dump over the past 48, some thoughts: the Leavitt connection rests on one victim testimony, which is extensive and Springmeier grade ugly. David Hamblin is a very strange dude and likely a monster. Also very well connected.
At a minimum, Leavitt may be concerned about two liabilities: first, Hamblin's fumbled prosecution - charges he admitted to, dropped. Leavitt's role in that, if any, is completely unclear, but he could be covering for Utah County.
Second, when Hamblin lost his license to practice psychotherapy, he was also excommunicated from LDS, who were, without question, informed in detail of patterns of felony sexual abuse they never reported.
The accusations are an overlapping hall of mirrors: his wife accuses Hamblin of abusing her and her children; other victim accuse his wife of being involved and often orchestrating SRA on behalf of a larger family network. Then there's Brett Bluth.
Mr. Bluth went to Hamblin to get converted back to heterosexuality and alleges Hamblin started trying to implant a narrative, under hypnosis, of being a lifelong SRA victim. Then Bluth started cutting himself.

Anyway: multiple narratives all contradicting more than they overlap, and overlapping in alarming ways. Going to do my usual routine of wrapping up some background fact checking and then making a timeline. Ugly shit here, though, do not recommend.
All the peyote "church" undercurrents are baffling, fronts upon fronts upon fronts. This, I believe, is the obit of one of the men behind David Lee Hamblin's "TAHTEYA TOPA (FOUR WINDS) NATIVE AMERICAN CHURCH." Another consistent undercurrent, of course, is SRA allegations in LDS. The current accusations have deeper roots. Excerpt from the Bishop Pace memo which was circulated in 1990:
Against that backdrop, consider G. Hugh Allred, Provo therapist (and BYU prof) giving talks about SRA in '92. In July of 2000, he was the therapist involved with David Lee Hamblin's daughters coming forward.
