The client had adgroups running with one creative in them. Great for getting data, not so great for scaling.
We moved the best creatives into ACOs, 2 creatives per ACO with 5 different texts. We created a few of those.

Most ACOs worked well. Our next move here was to move into manual bidding. But we didn't have enough data to figure out which ACO to favor and which bids to test, so we waited another day for our next move.
On this day we only cut some underperforming ones.

We identified 2 of the best ACOs and moved forward with bid testing for them. We duplicated each ACO 5 times, setting different bid for each duplicate starting at avg. CPA minus 2USD.
We also cut the other ACOs.

Only the highest bid we set the ACOs to actually spend. So we cut all the others and created 2 more duplicates each at a +1USD bid.
We also introduced Retargeting in a separate campaign. Largest audiences, one audience per adgroup, 2 best creatives per adgroup.

Some ACOs stopped spending at the lower bid, but the higher ones spent a large portion of their budget nicely. It's the position we want to be in. We are ready to scale the winning bid.

We had only one of the new ones approved, others were rejected. The approved one spent nicely, so needed to build further on that bid.
We appealed the rejected ones + duplicated the approved one 5 times, setting budget at 500USD each.

All got approved + the appealed ones got approved too. The spend picked up in the morning and spread evenly througout the day.
Overall we hit 16k in revenue with a ~3.6 ROAS
