Rome was the cybernetic body of Jupiter-Zeus, the power of the emperor proceeded from him. Political rule and the rule of Zeus, the shining one, went hand-in-hand.
Jupiter-Zeus was identified with the air and having authority over that domain.
"in which once ye did walk according to the age of this world, according to the ruler of the authority of the air, of the spirit that is now working in the sons of disobedience,"

Ephesians 2:2
Zeus was "cloud-gatherer", the one dwelling in the aether [ἐν τῷ αἰθέρι ναίων]. Homer describes Zeus, thunder-thrower and cloud-mover on the mountain top, as breaking apart the aether [αἰθήρ] from heaven to view earthly events.
Athanasius writes, “[Antony] was amazed to see how many foes our wrestling involves, and how many labors someone has in passing through the air, and he recalled that this is what the Apostle said, following the prince of the power of the air.”
For the ancients, hell rained (reigned) from above, not below.
From antiquity to the early moderns, we see devils in their traditional and scripturally warranted role, harnessing the power of air to execute punishments on man.

Milton, whose theology is scrupulously and minutely calibrated to scripture, insists on the authenticity of the doctrine of Satan as “prince of the power of the aire.”
“Be sober-minded; be watchful. Your adversary the devil prowls around like a roaring lion, seeking someone to devour.”

Satan was ruler of the world.
The lion can refer to either a spiritual or corporeal adversary, or both. Of course, the earthly office of sublunary Zeus was Rome.
The comparison with Jupiter is not just an allegorical symbol of his rule, celebrating it as just, final, and all-embracing, like that of the supreme god.

Augustus was the gods’ representative on earth.

The identity of the aerial authority would be the Roman high god, the father of the gods, the patron deity of Rome, Jupiter.
Satan would also be identified as Jupiter. There is an ancient belief among Jews and Christians that the “prince of Rome” was actually Satan. Then we do not need to choose between Zeus or Satan in Ephesians 2:2.

They gave him the name Samael.

“As the incarnation of evil he is the celestial patron of the sinful empire of Rome, with which Edom and Esau are identified (Tan. on Gen. 32:33; Jellinek, l.c. 6:31, 109, etc.).”
Baal, was one of 70 sons of El who defeated the sea god Yam to become lord. He then made his palace on top of spectacular Mt. Zaphon, which rises nearly a mile straight out of the Sea.
Thus, he became known as Baal Zaphon (lit. “the Lord of Mt. Zaphon”). Baal was also known as the sky god or the storm god and was often called the “cloud-rider.” His weapon was a spear that flashes
lightning.
The Baal who was worshiped on Mount Carmel in the Elijah vs. the prophets of Baal story, was probably the Phoenician deity Baal Shamem (“Lord of Heaven”). Satan and Baal meet in the name Beelzebub. This word can mean “Lord” (from Ba’al) “of the House” or “Lord of Flies.”
Jacques Collin de Plancy’s Dictionnaire Infernal reveals an image of Baal that reminds us of the three-form, leontocephaline demiurge, Abraxas's role as lord of frogs and, of course, the legs of a fly.
Comically, the high God of Greece was called “Zeus Averter of Flies.” They were compelled to reveal him in this way— his dominion over all things crawling and buzzing through the air, whether visible or invisible.
