Here's what Boris should do; call a referendum on Scottish Independence.

Bear with me...
1. Don't devolve the power to Holyrood. A constitutional referendum - run from Westminster, on UK franchise. No gerrymandering of the vote. a UK adult 18+ vote on the constitution of the UK. UK gov choose the question and timing. But importantly; meet many of the SNPs demands;
2. The SNP demanded a regional veto on the Brexit vote - so if any of the devolved regions of Scotland, N.Ireland or Wales vote to not break up the UK, then it isn't broken up. This is in line with what the SNP have argued for.
3. It's normal practice, internationally, for constitutional change to require a 'supermajority'. Indeed the SNP require a 2/3 majority of their members to support a change in their party Constitution so that's clearly a principle of theirs we can support.
4. The SNP argued for a confirmatory vote on Brexit once the terms of the deal were known. A referendum bill from Westminster legislation can enshrine that right to the people of Scotland should independence be voted for.
5. Combine it with a clarity act outlining the UK's red line terms and implications of separation - and fixing in UK law the time between constitutional referendums.
What would the SNP do; Vote against a bill to hold a referendum on Scottish Independence? Possibly, they abstained from keeping us in the customs union.

Lie about the implications? They would be laid out in the Clarity act.
Go to court to argue to hold a pretendy ref while simultaneously refusing an actual constitutionally valid referendum being offered?

Boycott a referendum on independence?
Argue to an international audience that accepts Spain's constitutional law that it isn't fair a vote on breaking up the UK is UK wide?

It's legal, it's fair, it meets international standards, it exposes the nationalists own machinations and grievance response.
