If I'm following all this correctly, the governor's team is basically parlaying a 1979 anti-tax, anti-government constitutional amendment into a "stimulus" payment that redistributes $8b from high-earning income tax payers to the bottom two-thirds of Californians.

I still can't get over this.

1979 Taxpayer Revolt: Government is spending too much money. You must refund if you want to spend more. It's in the Constitution now!

2021 Newsom: Fine. I will send $8 billion in rich people's tax payments directly to poor people as checks.
