Yes, Tulasi is the dearest to Bhagavan without doubt. However, that does not in any way reduce the importance for other flowers. The comparison itself is incorrect and somewhat avaidic even.
1. Tulasi is a leaf and not a flower.

toyam yo me bhaktya prayacchati. So, there's no question of sreshtam here. Yes, in certain isthakaamya pujas, some flowers are advocated more than the others. But that's a different topic.
3. Tirumala itself is a Pushpa mandapam. Kanchi Varadarajar's is Thyaga mandapam while
Srirangam is Bhoga mandapam. Flowers are the primary mode of kainkaryam in Tirumala.
4. Every Thursday, after the Tiruppavada Seva is performed, the Moola Virat is removed of all alankarams and decorated aapaadamastakam with flowers in a special service called the Poolangi Seva.
5. Likewise, after every annual Brahmotsvam, Pushpayagam is performed in which the Utsava Berams are fully covered with flowers.
6. Nearly 27 types of flowers, 7 aromatic plants, and ~100 kg of flowers are used for daily sevas. During Brahmotsavams, the number rises to 40 tons
and includes exotic international varieties too.
6. Right from comparing His various features to different types of Lotuses to offering Vedas themselves as "Mantra Pushpam", the importance of flowers cannot and should not be understated.
7. Every grain of sand, every rock, every
drop of water, every leaf, and every animate and inanimate object whether in sthoola or sukshma form yearn to be on Tirumala only for His service alone. That is also the reason, why people are prevented from adorning flowers on their own self.
8. Finally, there's a reason why
so many garlands are adorned on Him. The garland has so many varieties of flowers each evoking a diff sense but all are ultimately held by one string. Similarly, there's a lot of diversity in this world. But He alone is the basis for all.
