Haven't we all heard at some time or the other of the words
State List?
Union List?
Concurrent List

Under the Seventh Schedule of the Constitution of India, to ensure the clear demarcation of responsibilities of the State and the Central Govts there are lists of subjects which are under the State Govt called State List and others under the Central Govt called Union List. 2/n

There is a Concurrent List too where subjects are under control of both the State and the Centre.

*"Public Health, Hospitals, Dispensaries and Sanitation comes in the State List"* and NOT the Union or Concurrent Lists. 3/n

When the Covid pandemic first hit us, the PM took all measures, if you remember in consultation with all Chief Ministers, through video conferencing, which Mamata Banerjee had refused to attend, even then, saying it's bullying by the Centre. 4/n

After d national Lockdown & diminishing of d pandemic by end 2020, d State Govts should have got their act together and upgraded their health infrastructure. The subject is entirely a state subject with d exact requirements known to d respective state Govts and not d C Govt.5/n

A safaiwala of a Maharashtra or West Bengal Govt hospital wouldn't give two hoots to Modiji, even if Modiji stood there and gave him orders. He is under the state's health ministry. 6/n

So we need to understand what direct influence the Central Govt have on the functional and executive issues, in actuality, especially when the state Govts are outrightly hostile to the Central Govt. 7/n

It is exactly the same situation as with post-poll violence in Bengal, Central Govt can do sweet fuckall without invoking an emergency. And bear ignominy till Kingdom come.... thereafter. 8/n

Now a media propaganda has been launched to vilify the PM, as if he is the man responsible to personally carry oxygen cylinder on his shoulders for every Covid patient all over. 9/n

It is no secret that even during the first wave in 2020, almost all states were found grossly lacking in the requisite health infrastructure to combat a widespread pandemic like Covid. 10/n

What greater nonsense can it be that even after experiencing the health infrastructure crisis after the first wave NO ONE is even asking what were the Chief Ministers and Health Ministers and health officials of each state were doing after the first wave abetted!! 11/n

Had they not experienced first hand the shortfalls, the deficiencies and the weaknesses of their respective states's health infrastructure?? Had they not realised what upgradation and improvements were required to being up their health care systems to fight such pandemic 12/n

or were all of them waiting for the PM to come to them and educate them about their states and their requirements??!! 13/n

What greater falsity can we all indulge in when NO ONE is questioning the pathetic second wave response of so many states which experienced the crisis first hand few months back, while some other states have actually managed the second wave significantly better!! 14/n

V Indians r basically paranoid as a consequence of our long slavery ; v 'll readily blv some1 who is running a vicious campaign to blame d Govt, in this case particularly Modi, 4 issues ranging frm Global warming, melting of polar ice, Covid & even 4 overflowing drains!!15/n

Yes, Modiji could have done some things as d PM 2 ensure better preparedness, but still d orders would have 2 be translated into action by d States, as was done b4. But Modiji did not advise mela (that includes Kumbh Mela), though by going into huge election rallies; 16/n .

He dampened d sense of severity, but that cld've been heightened by State Govts by being extra vigilant & strict during election rallies; keeping a high state of alertness and preparedness; a failure for which no 1 seems 2 be questioning them or holding them responsible 17/n

Maharashtra did not have elections or Kumbh Mela, then why the highest death rate there, even more than UP?? One wonders??!! 18/n

So LOTS OF propaganda is being passed as Gospel, but let's b careful 2 understand d political dynamics playing out in d domestic & international arena 2 show the Modi Govt in bad light with d active participation of venal media like that of Karan Thapar and party. 19/n

We have to be discerning and objective to analyze every falsity against India and also against this one man responsible for all ills of the Universe, Modi. 20/n

For, in falling prey to rumours, false propaganda and conspiracy, we may be playing into the very hands which have brought this menace to our homes and is making us lose our near and dear ones. 21/21
