It is very concerning that the victim was told to file a Magistrate& #39;s Complaint when she made a police report. Can @SingaporePolice please clarify why investigations could not have commenced immediately?

Surely the Police can exercise their discretion to commence investigations without the need for a Magistrate& #39;s Complaint? Especially so in a case where the victim is a 55-year old mother who was the victim of a vile and racist assault on the eve of Mother& #39;s Day.

Theere must be more clarity from the Police as to why the victim was told to file a Magistrate& #39;s Complaint. We also need to know what guides Police& #39;s discretion to elect not to commence investigations and instead, ask victims to file a MC. The public deserves to know this.
