There has to be a reason why the BJP is riding roughshod over the moral criticisms against splurging on a new Parliament building when India has been reduced to a panhandler on international streets.

The new parliament building is part of BJP’s long-drawn project to stay in power beyond 2024, and not a vainglorious effort by Narendra Modi to cast his legacy in stones and bricks. They want a vice-like grip on the country, like in China. How?
The new Parliament building will have 888 Lok Sabha seats, 345 more than the present strength of 543. And the men and women to sit on these extra seats will come mostly from cow-belt states of Uttar Pradesh, Bihar and Madhya Pradesh.
But how can the BJP push for reallocation of Lok Sabha seats when the 84th amendment of the Constitution extends the freeze on reallocation of seats till the next Census in 2026?
One possibility is the BJP might go for constitutional amendment.
An amendment that allows redistribution of seats based on the population count, before 2031, rewarding fast-growing cow-belt states with more seats and punishing southern states that controlled population. There is another way.
An article by Carnigie scholars Milan Vaishnav & Jamie Hinston hints at another possibility: Increase the number of seats in Lok Sabha by lifting the cap of 552, granting more seats to the populous states without robbing ones that controlled population. https://carnegieendowment.org/2019/03/14/india-s-emerging-crisis-of-representation-pub-78588
This will grant more seats to BJP strongholds like UP, Bihar, MP and Rajasthan without antagonizing south. Using the Webster method of apportionment and 2011 Census figures, Alistair Macmillan calculates that states would need to have a total of 697 seats.
When projected to 2026, the Lok Sabha would have to consist of 848 representatives. Under this proposal, UP would have 143 seats from the current 80 seats, Bihar 79 against the current 40 and Madhya Pradesh 52 against present 28.

That explains why Modi needs a bigger Parliament
