none of the shortage is because of lack of funds. the only question about this project that matters is if it was even required in the first place, pandemic or no pandemic. if the answer to that is ‘yes’, pandemic won’t change the answer.

we need investment in roads, power and ports, not new buildings to replace old. But, we cannot just sit on our hands and stop all businesses and government spending because people are dying.
