Jokes aside, if it did turn out to be a CG Dragon Ball movie, that's probably not as doom and gloom as you think it is, though I don't blame you for feeling that way. For most, their only experience with CG DB is the small sequences in the 2D films, which vary wildly in quality:
The issue with these is that no matter how good or bad they may be, they will always stick out when they pop up in the midst of a 2D movie, and anything remotely jarring is going to bother a large number of people. Even Broly's best CG sequence stands out the second it begins.
It's also important to take into consideration that these sequences are trying to do everything they can to blend in with the rest of the movie, so they're not taking advantage of everything 3D has to offer. They do however offer up a hybrid where close-ups are drawn over in 2D.
That approach is important because some of the best CG movies that have come from Toei have done this drawover approach *and* taken full advantage of 3D's offerings in terms of lighting and shading. Take this awesome Precure sequence, for example.
Note how it's utilising traditional techniques like smears and action lines, while simultaneously offering up an approach to character models and lighting that would be exceptionally difficult to pull off in a 2D space. Can't do this if you're trying to fit in with a 2D movie!
The issue with Dragon Ball in 3D is that Toriyama's designs don't actually make sense in 3D space. Goku's hair functions like Mickey Mouse ears, in that it just flips rather than rotates, and the way character's faces compress at 3/4 angles isn't grounded in reality.
It's not impossible to get around this though, and there are a few ways of doing it. In Goku's case, you can simply use Toriyama's modern approach to Goku's hair.

The eyes involve shifting and warping the features with the camera, but many 3D anime have already perfected this.
One of the most amazing instances of Dragon Ball in 3D that's perfected pretty much every element is Dragon Ball Legends' intro video. It's all a bit fast and hard to read since it's a short OP, but if you look at all the elements, it's kind of incredible.

So it's not all doom and gloom if it does turn out to be 3D, it'll just depend on who's behind it and how competent they are... like any production, 2D or 3D.
