For starters our brain computes using neurons which use "spikes" to encode information. They keep giving out a train of spike pulses - the value of actual spike is unimportant. The interval/periodicity of spikes carry the actual information.
So in neuromorphic computing, we try to mimic this method for computing. This leads to a massive parallel processing with de-centralised memory.
Are there any real benefits of this technology other than saving power?

Yes, it enables unsupervised learning which is more powerful than current machine learning methods.
When will we see chips made using this technology?

Umm.... The prototypes are being used by researchers now. There is a promising market for them.
