Big win for direct to tenant rental assistance today.
1. States must offer payments directly to tenants if landlords decline aid
2. States are now allowed to simply do direct to tenant by itself if they choose

The previous rules said that cities/states had to contact landlords, wait 14 days for a response, and then decide whether they wanted to go direct to tenant. New rules say either 1) contact LL, wait 7 days, then you MUST give direct to tenant, or 2) Simply do direct to tenant.
