The Bishops who were at the Council (Of which it was almost a total plurality) were the ones who voted on the documents, were the same BIshops who put into the practice of the Spirit of Vatican 2. This, to a reasonable man, would indicate this was how the Council was meant to be.

I’m no where near educated on the finer intricacies, but as a dumb Marine who is now raising children with my Wife, I shouldn’t be required to interpret all the nuances of a council. They should either be plain, or I should accept their interpretation from my Bishop.

With this in mind, the Council is flawed in this aspect. It was either implemented exactly how they intended, and/or it wasnt written clear enough for the average laymen to properly understand it.
