How did A Certain Magical Index III become a bad adaptation and Why it’s not JC Staff’s fault?

A Certain Magical Index III is an LN adaptation animated by JC Staff that adapts the volumes 14-22 (9 volumes) in two cours, which made it become a rushed adaptation, and also suffers from bad animation.
Since that time, people have been blaming JC Staff for what happened and the thought that there’s favoritism between Index and Railgun started to spread more than before (I’ll try to write a thread regarding this issue on a later time).
There is general information known in the anime industry about what affect the quality of an anime the most: the scheduling, budget and the episode count. Which is, infact, the production committee’s job.
The Toaru series is part of a production committee named Kadokawa. Kadokawa wanted Index III to adapt what left From Old Testment (the first part of the Index LN) in only two cours. JC Staff wanted three cours (36 episodes) so it will be enough to adapt all that content-
but Kadokawa ended up giving them only 2 episodes, which is why Index III is rushed.
Hiroshi has no blame to what happened to Index III, he only had 26 episodes to adapt 10 volumes. He had no choice. A lot of people claim that he should have removed the fanservice scene and put the important one. A remainder that JC Staff wanted Index III to have 36 episodes to-
make it a good adaptation. How does changing 10 seconds fanservice scene into an important one will change anything? So even if he did what people said, things will barely change. Index III will remain a rushed adaptation. Hiroshi did his job as a director.
A lot of people claim that Index III had bad animation because JC Staff was working in a lot of other projects.
A Studio working in a lot of projects does not affect the quality of an anime, because every project has its own separated group of staff.
In a situation like this, what actually affect the quality of an anime is the scheduling, and Index III had a bad scheduling. For example, in 2020, MAPPA studio worked in a lot of projects like AoT S4, JJK, God of high school, etc. Yet, most of them had a high quality animation-
because they had a good scheduling.
In conclusion, Index III was a bad adaptation because of bad scheduling and not enough episode count, which is, like what I mentioned before, the production committee’s (Kadokawa).
Now you’re probably wondering why Kadokawa did this to Index III. To kadokawa, Index III is just an adaptation of a decade old LN that includes troupes and plot lines that used to be popular in the 2000s, though they’re not popular anymore. And if you have noticed-
there are barely anime from 2000s that are popular to this day, they do not suit nowadays people preference.
So in the end, JC Staff has no blame for what happened to Index III, Kadokawa was the one that caused it to have a bad adaptation. So if you think that changing the studio will make Index adaptation better than to be honest I highly doubt. And the possibility of Index getting-
getting a remake is low, because like I mentioned from before, OT is already a decade old LN. Though NT does have a possibility to get an anime adaptation, as its content is still considered popular nowadays.
