We all know how incompetent and corrupt the traffic police is and having kombis made most of these corrupt guys charge spot fines. If we have no kombis on the road(or only ZUPCO kombis) we greatly plug one corruption hole.

2. Kombis promote hooliganism and unsafe practices
To those who own cars, they know how dangerous it is to drive behind a kombi with people hanging from the back. A huge pothole can let fly one person and you run him over and that will be homicide.

Many women have a story to tell about touts who grab their privates or spank them without consent. Sexual harrassment suffered by women from touts is greatly disturbing. Many women came from the terminus without clothes.

Many times one can not walk peacefully past a terminus without being harassed or inconvenienced by touts. They grab your luggage, create confusion and in the process you might also lose your belongings.

The VID is very corrupt. Most kombis are written "Certified to Carry 15 Passengers" however we all know the high roof Hiace carries 22 passengers (seated in 4 four + 4 paKadoma) excluding driver and conductor.

7. Most Touts and Kombi drivers are not licensed nor tested medically to drive,

8. Most school girls have been raped or harrassed sexually or have been solicited into sex by kombi drivers

The kombis are well known for this behaviour where they know it is either you wanna go home or not hence they raise prices willy nilly causing much suffering to the public who would have no option except for to pay or stay

11. Most kombis are also not roadworthy. They ply these routes without permission to do so. They are not tested and generally putting order to the kombis is a daunting task as long as they are unregulated. So What are the solutions?
12. It goes without saying that NOT ALL KOMBIS AND KOMBI DRIVERS ARE BAD. However, the bad outweigh the good and something has to be done to solve this problem. The root problem is :PUBLIC TRANSPORT SYSTEM IS A MESS. And the fact is Kombis help in fetching the public. However, if
13. we only want the return of the Kombis without addressing all these issues we will have a problem. ALSO we must note that kombis are mainly problematic in Harare. And Harare is not ZIMBABWE. In Bulawayo, their kombi model works but the same mentioned problems also affect them
14. The Min of Transport and whoever is running ZUPCO must make the affiliation fee affordable and profits reasonable for kombi owners to join the ZUPCO scheme. Their kombis are sitting at home not making profit and they could be used well for the public if profits are meaningful
15. VID, ZRP and CMED must work hand in hand to ensure driver testing even among ZUPCO drivers because they are also not saints. Some of them drive just like touts. All public transport drivers should be tested and checked if they have done so regularly
16. The termini must be revamped, liter must be picked and pick up points must be clearly designated and demarcated. Public transport system should not be a nightmare. Shades & toilets should also be up to standard and BUSES should QUEUE for people at the terminus not vice versa
17. More investment should be done into the TapCard infrastructure to alleviate corruption and discourage the use of cash. Money changers continue to survive as long as kombis are there since kombis do not want plastic money. So remove kombis and money changers might also go
18. The truth is more buses are needed for the ZUPCO fleet. If kombi owners join forces with ZUPCO, our public transport can be better. We just don't want confusion and crime . SIMPLE
