SC/ST form more than 80% of all landless people in Kerala and representation of them in the aided sector where government provides salaries of staff is just 0.38%

“Land to the tiller” is a popular slogan among all Malayalis. But did the real story is that the tillers( predominantly Dalits) did not get any land that they tilled. All they got were meagre plots of 2-4 cents without any agricultural land and were ghettoised into colonies
According to government statistics, there are 26,198 Dalit and 8000 Adivasi colonies. Their ghettoisation is a
a by-product of various land reform legislations proposed to end the feudal Janmi-Kudiyan system and provide land to the landless.
Mostly the land was allotted to middle-caste and many upper-caste landlords retained their land by converting them into trusts.
Kerala has witnessed multiple struggles by Adivasis and Dalits for land rights and each time the government halts them using violence or fake promises of resolving the grievances. We are one of the states that still haven't implemented the Forest Rights Act 2006 fully.
Some arguments against the LIFE(Livelihood Inclusion
and Financial Empowerment) housing project. This so-called development policy has three main problems.
Firstly, the size of a flat is a meagre 400sqft which is a very constricted area for a family. Think about your house being
this size, Can you? I guess no but you can imagine Dalits living there.
Secondly, ownership of flats are not with the residents and thus people are again denied any ownership of capital. People lacking any capital except their labour-power are again recycled to the same state.
Thirdly and most importantly, it
decontextualises and erases the historical struggles of Dalits and Adivasis for land rights, and
converts the land question into a mere housing question. The government doesn't talk anything about land redistribution or listen to Dalit and Adivasi
On reservation in the government-aided sector. Of the total educational institutions(arts, sciences, engineering etc) only 20% are under government and the rest 80% are under private management. The implementation of reservation at these institutions is abysmally low
and they have eluded the UGC regulations for implementing SC/ST reservation with the help of government and political parties. Although the salaries and pensions of the staff in aided management institutions are paid by the government the recruitment is done by the management.
Across aided private colleges, SC/ST teachers representation is a mere 0.15%( 11 out of 7,199 teachers)
In state-owned, aided and unaided schools, SC/ST teachers representation is 5.31%(12,883 out of a total 2,65,644.)
Hundreds of qualified candidates from SC/ST communities are denied jobs because of the non-implementation of reservation. Almost 20000 seats which these communities deserve are lost. Think about the magnitude of this historic injustice by our Society to these people.
Although land redistribution, reservation in the private sector, Rohit acts gets mentioned in the manifestos of the political parties, irrespective of their ideology nothing gets done here. We are just apathetic and indifferent to the most marginalised people in our society
Hopefully, the reelected government of the toiler's party do something for them but the ghost of liberation struggle still haunts them.
