Honored to be with @BrandAid_World and @MahaRafiAtal among the authors of this @CBDScbs working paper on Italy's cooperation for development in the past and present. Here are a few highlights: 1/n https://twitter.com/CBDScbs/status/1389228124370522116
/ Italian government labels as "Official Development Assistance" also the funds spent for asylum seekers within Italy (now two thirds of the total #ODA). An unorthodox way to try and reach the 0.7% of GNI committment for 2030 Agenda? #CreativeAccounting
/ #Tax declarations allow to make reliable estimates of private donations. Moreover there is Italy's peculiar donation-through-taxation system (i.e. taxpayers decide the beneficiary of a part of their taxes).
/ Monitoring tax reports also allow to assess the effects on funding by some prominent "politicians" criminalizing NGOs and volunteer associations. No big damage, so far (but it takes at least two years to see the short-term effects on tax records).
/ For decades local authorities in #Italy could support they international #cooperation initiatives. And some political parties too could to do their own thing... http://gph.is/2AtpIav
/ Private foundations abound in Italy, as a result of the privatization of savings banks or founded/funded by companies/families. There is also #FondazioneItaliaSociale, a private law national foundation created by the State.
