Let's decode what is the MUMBAI MODEL & what DELHI is missing that resulted into chaos & absence of SYSTEM
1. After first Covid 19 wave, @mybmc scaled up its health infra such as installed higher capacity oxygen storage plants to every major hospitals
1. Delhi missed this (1)
2. Mumbai decentralised its systems. Earlier there was only one major control room at @mybmc HQ, later than expanded it to all 24 civic wards means dividing Mumbai in small 24 parts. The war rooms were equipped with doctors to advise home quarantine patients & do follow up (2)
2. Delhi has wards but no decentralisation of power was done. Multiple authority like local wards, state and centre messed up the system like too many cooks spoil the broth, then passing the buck & blame game started while people continue to suffer (3)
Maharashtra govt issued GR that gave power local civic bodies like BMC to acquire the 80% beds in private hospitals, admission in these private & BMC hospitals was done through war room where after testing positive patients according their health conditions were admitted. (4)
Delhi continue to depend on private hospitals and no such rational policy of admitting the positive patients. That resulted patients running pillar to post, chaos , patients lying in front of hospitals, footpaths etc. (5)
Mumbai also started doing the audit of oxygen use. As per patients requirements, he or she was admitted in Normal wards, ICU , ventilators. Fixed the supply of oxygen & asked nursing homes if they waste oxygen, their license will be suspended (6)
Mumbai also kept the buffer oxygen stock to all seven zones of Mumbai. One truck with 20 to 25 cylinders. If due to any miscommunication & mismatch, hospitals run out of oxygen that time this emergency buffer stock oxygen used. Later it restored. It appointed dedicated team (7)
In Delhi, we did not see such kind of dedicated team and buffer stock. Therefore, many hospitals run out of oxygen stock, but no system to make emergency supply. Everyone was helpless. (9)
In Mumbai BMC chief Iqbal Singh Chahal played proactive role. He was given free hand to handle crisis. He did not wait govt to resolve the issue, he utilised his personal contacts & resources to resolve the oxygen & vaccine shortage issue. He developed trusted & efficient team 10
Delhi is headless chicken, no one knows who is doing what ? Centre blamed state while state blames the centre. (11)
In anticipation of 3 wave, BMC installing two mega oxygen storage plants with capacity of 300 metric tonnes for Eastern & Western suburbs. These two tanks will be ready in next 40 days. It's is also focussing on logistics that is USP of BMC. Corrections are welcomed. Regards (12)
