SM had the opportunity for them to get EXO in the US. They had their chances 3 times; 2015, 2016, and 2017. But they never gave it to EXO because they want that for NCT. They never gave it to EXO because EXO already held Asia and they don't want EXO to be bigger than the company.

it's /that/ simple to understand. Once EXO becomes way too big, they might become harder to handle, plus, they don't want one group to expand- they want to prepare opportunities for all.

But since bst had nothing to lose, no groups to think of, they got that one amazing chance.
