Yes, some people really do suck. Some people really do treat dogs disposably. But a lot of people return dogs because they are suffering or in crisis or because their mom died, and they don't deserve further abuse. Keep the focus on the dogs.

I bang this drum all the time bc I feel like every time I see one of these stories - even if they do a decent job of focusing on the impact to the dogs, like this one - the replies and QTs scramble to heap vitriol on the returners of dogs. And that doesn't actually help dogs!
