This is where you see that there is no magic. It's just humans making decisions. No system is immune to racism. Every system gives humans some discretion in how decisions are made. And every system has some racist white people making those decisions.
You can also see how it becomes systemic. This method of low-balling Black people depends on previous Black homes being low-balled. It creates a second tier of home values for Black people that is kept artificially low over time. It's insidious, but also entirely "legal".
This leads *directly* to aggregate statistics that show Black people's home values are lower on average. People see that, but can't seem to figure out why. They don't understand how it could legally get that way. It's racism. It always has been. Racism has always been legal.
