no. you'd have to be hard-pressed to consider a group of people meeting to discuss the gossip around the server, a government. the syndicate is an organization, they lack every feature of a government.

first, let's acquaint ourselves with the definition of 'government' and 'syndicate':

a government is way more than a group of people (or the gathering of a group of people). governments require hierarchies that establish institutional power.
you need something to govern over. they have a political system (branches of government: legislative, executive, judicial, etc.) the syndicate is not a government bc it lacks all of the aforementioned characteristics.
c!techno is not the leader of the syndicate (there is no leader), he’s the recruiter bc everyone agreed that he’s well versed (has more experience) in anarchy and would be able to explain the syndicate’s ideals/plans/etc.
even if c!techno recruits someone that wouldn’t mean they’d automatically be in the syndicate, as stated in the book they’d be accepted: “with approval from a majority of members.”
c!techno also told c!ranboo that no one is required to turn up to the meetings, nothing is compulsory (except keeping the secret organization a secret, that's it).
none of the members have any authority over anything or anyone. the syndicate was created to bring like-minded people together, not to coerce them or make them feel less than.
the syndicate is the manifestation of c!techno's promise to himself that he declared during doomsday "i'm choosing what i fight for.".
from the very beginning c!techno was an anarchist (even before he joined the server) whilst the rest of the known members had a gradual "descent" into anarchy due to personal experiences.
