Phil is, at his core, a purely LOGICAL person. He acts out of logic and out of his knowledge of the situation. And so many people see that as him not caring, but you have to remember he is IMMORTAL. ++++++
We are so used to seeing out of Tommy's perspective, which is so emotionally driven that we don't realize people with different ideals and backgrounds will have different reactions to Wilbur being back.
Phil sees this as HIS SON IS BACK
HIS SON IS HOME AND HAPPY AGAIN +++++++
Wilbur never wronged him, he is his son and Phil cares so much for him. All he wanted was for his son to be back, be happy, and right now he sure as hell ticks both those boxes. ++++++
Again, Phil is immortal, he doesn't care about material possessions, he cares about the people he loves and the people he knows he is going to eventually lose.

He saw l'manberg as something that drove his son to madness. He never cared about the country. He saw it as his son having fun and then his son being driven to the farthest edges because of it

All of Phil's actions have reason, they may not be the reason you like, but they, like Phil, come from a pure place of logic.
