The basic income of civil servants may not be a lot, but its disingenuous to say that's all there is to it. The motivation for joining the civil service is never just the money.

The non-salary payments and pension expenditure together are higher than the salary bill.
The federal government owns approximately 28,454 houses across Pakistan, out of which 17,471 are located in Islamabad, and 73.4% are allocated to grade 1 to 10 employees.

Estimates show that the govt’s housing assets in Islamabad have a market value of approx Rs 1.45 trillion.
Cars continue to be a part of the compensation package for civil servants.
Using terms offered by commercial banks, estimates suggest that the value of the government cars used by federal civil servants amounts to Rs 1.5 billion.
Roughly 2.3 billion are paid monthly in medical bills, and medical allowance is 1.1 billion monthly.

The monthly medical cost of the civil servants goes up to Rs 3.4 billion.
Pension amounts to 70% of the last drawn basic salary at the time of retirement. A person who serves in government for 25 years or more draws a pension until they turn 80, and after their death at least 13 heirs can claim family pension.
Non monetary benefits are much higher in the public than in the private sector.
Around 80% of those in the private sector dont have any non-monetary facility; ratio is only 7% in the public sector. Over 76% of public sector employees avail more than three facilities.
About time we recognize the need to reform the civil service, keep a check on the privileges, and remove inefficiencies that plague the system for a better functioning bureaucracy. Time to rid the colonial mindset on which this rests. The progress of the country depends on it.
