The selective groups they patronise are largely beside the point, the point is to divide and conquer. This forges bonds of dependence between select groups of people and the party, the party need not even pitch policies with any collective, unifying vision for the district.

If people depend on your party for cash handouts to survive, and they don't have relational bonds with anyone around them in the workplace or community, they will reliably turnout for you every election because their back is against the walll. Lula used to great effect in Brasil.

The other thing is that they deliberately pick desperate and sympathetic constituencies, to make dissent impossible. Anyone who objects to the Machiavellian strategy being implemented can be painted as a heartless bastard / bigot. Why do you want them to suffer, BIGOT!?
