And quacks are not 'Bengali Babas' 😐 These are rural medical practitioners, often called 'Jholachhap' doctors. They primarily run pharmacies in villages and prescribe medication for minor issues.
Not the best system but a strong network. So use it to your benefit.

But will try to elaborate on why this can work.
Those who know the total health system, know the critical role of RMPs. They act as a pressure valve for the system.
A parallel system has emerged and thrived because the formal system has been seen as distant and alienating. That is why jholachhaps are still trusted. Because care-seeking happens at various levels.
These guys may have skillsets of the ASHA worker or slightly more. Still good.
They are not replacements to doctors. Can never be and I don't think any government will be stupid to try that.
But they could double up as front line workers managing outreach. Managing minor symptoms under supervision.
Imagine the scale of support needed in rural areas.
