Azhdaha is as smart as Zhongli lmao, they have the same levels of intellect and power, he’s pretty much an adepti (illuminated beast).

I love comics of him as zhongli’s pet and stuff but if we’re talking canon, he’s not an animal, don’t treat him like he isn’t a sentient being with his own thoughts and free will (before erosion at least, he’s kinda going through it rn)
