Why not say to Pfizer, "We'll pay $20 a dose for every extra dose you can make this year, whether on your own or via licensing," (and offer Moderna $15) and then just allocate all those doses to developing countries?
We're only paying Pfizer $6 billion total for 300 million doses for US citizens. That's a minuscule fraction of its actual value to us. So even if we and the G7 paid $60 billion for 3 billion new doses for the world, it would still be a huge bargain.
I'm just pulling the 3 billion number from thin air - I have no idea how many doses Pfizer could make if it had the right incentives. But paying Pfizer and Moderna and AZ to do it will certainly be far quicker than the TRIPS waiver/compulsory licensing/build factories route.
If there were ever a time for rich countries to say, "Money is no object," it's now.

The US has spent more than $5 trillion in aid for the economy because of Covid. It's positively stupid not to spend $60 billion or whatever to help get the world vaccinated.
Another option is PrEP4All's proposal for the US govt to license Moderna's vaccine and build its own massive manufacturing facility where it can produce billions of doses. I have no idea if this would work, but it seems like an option worth pursuing.

We spent more than $2.2 trillion over 20 years to fight a war in Afghanistan, against an enemy who, once al Qaeda was gone, was a minor threat to our interests. Can we not spend $60 billion to help protect other countries against a virus that's a direct threat to our interests?
