Those who are angry why V decided to save CY first rather than Hanseo, remember that V told Hanseo that his brother gonna come to him first when he's out from the jail and Hanseo stated that he will fight even tho he needs to put his life on the line.
V wants to help him out, but he just doesn't want to, hence based on that convo, Hanseo understands well the outcome if he doesn't follow V's suggestion (that why him hiring 20 bodyguards lol) and he is in his own for it.
Even though V didn't talk about it, Hanseo must already knows that V's priority is CY above the others. Remember that Hanseok is luring V out only using CY, not Hanseo. And what Hanseo did is of course to help V to get CY from his brother, not to help Hanseo first
For god sake, Hanseok can do pretty much everything with the gun, while V is unarmed. The only one that can do the distraction is only Hanseo with his hockey stick, and remember that CY is in the position hands and legs are being tied, so she's the most vulnerable one here
I bet V needs the distraction to untie CY and to take CY at least to the safer place where Hanseok cannot do anything to her and he plans to return to save Hanseo, but yep, CY got shot before all of that 
Also to add on, V comes to save CY without careful decisions like what he always did (remember, he always clicking his lighter before doing almost EVERYTHING to help him think carefully) so CY being kidnapped is definitely makes him flustered in taking the action
