The following things are all true:

- The LPC acted stupidly at the start of vaccine procurements. It was also months too slow to get going on domestic production.

- It has done a good job scraping together exports.

- Maybe it could have been faster. But no one has said how. +
- I haven’t seen any plausible suggestion for how it could have been materially faster.

- The LPC failure to improve border quarantine is their worst failure.

- There was no realistic prospect of vaccines heading off the third wave in Canada. That was on the provinces. +
- The provinces that screwed this up — Ontario!!! — cannot credibly blame lack of vaccines. Deliveries have been sporadic and uneven but on balance we are near to where we expected if not slightly ahead.
