If we want to talk about systemic racism then we would talk about the system that perpetuates poverty, not the one that patrols it and enforces the law

We would talk about the system and by system I mean the entire public program system including child support, welfare & housing
We would talk about how careers are not available to poor people because of their socio-ecomomc status, yet poor men are expected to pay an astronomical amount in child support amounts - amounts which the children never even get to see if the custodial parent receives welfare
You can get thrown in jail over it and have your ability to drive a car legally, revoked - as a form of force, to pay that child support every week.

What that does is ensure that poor people who are not awarded those good career opportunities stay down and below the poverty
line, and creates other means of accessing funds including illegal activities
In order to stay out of jail for not paying your child support you hustle because you can't get a good job in the first place. So the risk of being thrown in jail over not paying, seems worth the illegal activities to obtain the money.

To a reasonable person it makes sense not
to be willing to do bad things in order to get money, but to someone who has trauma, and jail is a serious threat, stealing and robbing people, selling drugs - these are ways to make a quick buck without ever getting caught. The risk is worth it.
These are things we don't discuss.

And things we ignore fixing.

Because when they remain unfair, the system wins. Want to talk about "systemic racism" ?

Start with child support, welfare, and housing.
