You know who else liked universal day care? Americans during WWII. https://twitter.com/marshablackburn/status/1387581118933778434
In 1943, The Lanham Act allocated the modern equivalent of one billion dollars in government funds towards daycare for working mothers.

Rosie the Riveter, it was understood, might have kids.
The program meant that women could send their children to daycare for 50 cents a day. That's about $7 today.

Obviously, that fee included the child's lunch and snacks.
In a note that absolutely kills me -- the program also had personal shoppers that would pick up all the items on moms' grocery lists. Your groceries were ready to go when you came to collect your kids.
The program had an 80% approval rating. Reports today indicate kids enrolled, "were more likely to be employed, have higher earnings, and less likely to need cash assistance as adults" https://www.journals.uchicago.edu/doi/10.1086/689478
