The Constitution's Enclave Clause gives Congress exclusive control of the federal District

The current bill shrinks that District to roughly the National Mall. Since the smaller District remains under congressional control, there's no need for an amendment

SCOTUS has affirmed Congress' power to cede/retrocede portions of the District to a state after 1846. The new bill cedes the remaining territory to a new state, Washington, Douglass Commonwealth

Again, no need for an amendment

The 23rd Amendment grants the new smaller District 3 Electoral College votes. Congress could under Sec. 2 refuse to count these, or could repeal it

But this isn't a problem for the pending statehood bill - again we don't need an amendment for statehood
