What's really going on, as always, is everyone is interested in that 13%. Which great! Ways to reach them would be welcome. But it's that shrinking light blue bar that's the difference between herd immunity and not. Don't lose the plot, people.

(Also please let's not lose track of the fact that for that wait and see crowd it's often not facts, or beliefs, but "what are people I respect recommending". No need to throw away the two-step flow model etc.)

(Related to that almost certainly some of the reduction of "wait and see" was that Biden was elected, his administration looked at details and said looks good, let's accelerate, and some people trusted that assessment more than Trump. Which is information/rationality too.)
