Premier Brian Pallister announces they have reached an agreement with North Dakota to expand their essential worker vaccine partnership — which will include teachers.

Pallister says they want to get teachers vaccinated as as quickly as possible.
This will also include other education workers.
Pallister asked why the province did nothing to stop Sunday's protest.

Calls it a great question. Blames NDP for a rally they held. Expects more tickets coming.
Why didn't the province do more to prevent it, given how much heads up they had?

Pallister calls it a police matter. Reiterates they are beefing up enforcement now.
Says he's not criticizing police, but says she shares frustration of Manitobans.

Understands there will be more penalties. Says there was a recording of the rally.
Pallister say early next week more details will be available early next week.

Self-isolation will not be required upon return for vaccination. Must go, cross border, get vaccine, and come immediately back.
Pallister says they are looking at trying to get a Highway 10 access point for vaccinations at the International Peace Gardens.
Pallister asked what about getting teachers off-time to travel, and what about teachers further away from the border?

Suggests availability could be made on weekends.
Pallister on MTS call for Code Red and remote learning. Says this is the response (the vaccination partnership with ND).
Why not ship those ND doses to supersites or other channels?

Pallister calls this an extra feature. Doesn't see this as a hardship for teachers. They will want to travel.
Pallister says he's told officials they want to be serious with fines being paid. Says they are going to do that.
On low vaccine uptake in southeast MB.

Pallister says they are trying to message. Respects people's choices. Says there is a natural reluctance due to lower case counts in some areas. But every effort needs to be made to keep COVID out.
Pallister not bullish on vaccine passports. Says it's a discussion.
Pallister says he wants broadcasts to stop showing people going in arms, says it's a potential deterrent in and of itself when it comes to people getting a vaccine.
Pallister says some teachers can get vaccines, those working in the hot spot areas, AZ over 40 and anyone over 18 in Northern Health, plus 50+ at supersites and First Nations over 30.
A government spokesperson says US federal supply rule states they can’t distribute their allotments across the border.
