I too have several takes about political theory. if you look at healing church praxis from the framework of them trying to construct an anti-byrgenwerth, ludwig's strategy of actively including the people of yharnam in the fight against the scourge is a landmark event
I feel this to be the case primarily because the beastly scourge is a calamity of the church's own making. the gehrman-led approach of trying to eliminate them in a clandestine way was clearly not in line with the church's (ie Laurence) ambition and bloodlust
as much as they didn't want to admit it, the Laurence approach and the master Willem approach are fundamentally the same, differing only on the level of scale. Willem manipulated his students into lining their skulls with eyes, transforming rom into kin. Laurence wanted to do
this with the whole of yharnam.
but with mass manipulation of this scale, there's going to be some reluctance to call a spade a spade. which is interesting. the adage is to 'fear the old blood' which Laurence took from Willem and then became the adage of the healing church. but they clearly didn't fear it much
were they pushed into the situation where Ludwig had to try his new policy (a case can be made for sure, especially with the aftermath of the old yharnam ashen blood incident) or was it a deliberate strategy? either way, it remains landmark.
there is a certain pipeline from 'mass murder for human evolution' as an academic theory and experiment to social policy experiment to a social reality that needs to be 'dealt with'. and it's functionaries at the later stages (ie: Ludwig) can have honourable intentions
but/and everything that happens in yharnam is only a pale shadow of the true politics: involving oueden, the moon presense and the other cosmic entities we know nothing about.
