Imagine how different the media reaction if Trump had said something so crazy wrong.
Tech change is widely seen among economists as the main driver of economic growth. So 50yrs of change in 10 would give 50yrs of econ growth in 10. Biden's prior sentence was "Finally, the American Jobs Plan will be the biggest increase in non-defense research and development on record." So we might read his tech change sentence as *conditional* on implementation of that plan. I'll still happily make that conditional bet.
"We" is also ambiguous between the U.S. and the world. I'll also happily bet on either. And I'd bet on many measures: econ growth, TFP growth, patents, new products, or make a suggestion.
