Biden's prior sentence was "Finally, the American Jobs Plan will be the biggest increase in non-defense research and development on record." So we might read his tech change sentence as *conditional* on implementation of that plan. I'll still happily make that conditional bet.
"We" is also ambiguous between the U.S. and the world. I'll also happily bet on either. And I'd bet on many measures: econ growth, TFP growth, patents, new products, or make a suggestion.
