Telangana Health Minister Rajendra garu made a remark today - Centre did not alert states on Second wave.

This statement looks catchy for TRS Party supporters ..

Let's take a step back and analyse this statement..

90 % of the crowd here doesn't understand the statement..

Health is a state subject.

Centre has limited role when it comes to health as our constitution is designed in this way..

Duties divided among centre and state :

Per co situation certain duties are lut under three lists..

Centre List - Centre is Responsible.
State List - State is responsible.
Concurrent List - Jointly responsible.

Major items in State list :

Health
Police
Agriculture
Land

These four are put specifically under state list as each state will have seperate demands..

Without these four, there is no difference between a CM and a Municipal chairman.

Health as a State Responsibility :

In the matters of health, states are completely responsible and centre cannot violate the Constitution and bypass the states..

DMHO
Medical officers
Nurse
Aasha Workers

There are many, but these are the major administrative posts under state..

You would have seen a post office or even a Regional Passport office in different cities..

Have you ever seen a Union Health ministry office anywhere ?

Difficult as centre has no role in health..

The only reason we have the central health ministry is for broad issues like policy making and collecting best practices fr different states ..

Now that we have established the fact that centre doesn't have health administration in states and states have the complete administration ..

Telanagana is not properly managed.

Telangana is on Auto Pilot mode under able IAS officers..

But auto pilot node works only when turbulence doesn't exist..

Some one has to fix it - There is no one who fix this problem
