I'd like to know which genius decided that for vaccination of the 18–45 age group, walk-ins won't be allowed, and only online app'ts will be.

Why not lower the barriers?: allow walk-ins (while giving preference to scheduled app'ts); allow phone scheduling.
The idea that to avoid vaccine wastage one needs to erect great barriers is unfeasible: Vaccine re-distribution should be done in a reflexive fashion at the state level, keeping in mind day-to-day unscheduled vaccine demand (demonstrated through walk-ins) as well.
… So if you queued up today as a walk-in, but didn't get the vaccine, we can schedule you for an appointment tomorrow. If online scheduling can be pulled off by the govt, so can this.

All in all, the govt should reduce barriers to vaccination, not erect them.
I can think of only two possible explanations to prevent walk-ins, neither of them strong: (1) needing to know demand ahead of time so as to ensure smoothest redistribution of scarce vaccines & minimize wastage (I disagree w/ this in prev. tweets); (2) minimizing crowded queues.
I must make clear: I *do* support the use of tech. I support a scheduling DB (at least at the state level) with vaccination status tracking happening through a single protocol, and being shared by all states with the centre.

Why? …
… Because that helps reduce the craziness we saw after the misadventures of demonetisation: mad queues at branches with limited supplies, not knowing in advance whether any ATM is likely to have cash or not, and so on.
