Never underestimate the extent to which the education establishment want to conceal the extent of bad behaviour.
This is what a lot of those stories about sexual assault in schools missed. Keeping serious problems hidden is habitual in large parts of the system, because admitting problems exist might create the obligation to do something about them.

Stop writing it down, problem solved.
This is the head of "inclusion" at a county council which promises they are inclusive and have:

"A strategy to build resilience across all schools to support all pupils, promote collective responsibility and reduce exclusion"

Hmmmm.
It probably does reduce exclusion if schools don't keep evidence of what kids are doing that deserves exclusion.

And I guess it probably "builds resilience" too, just surviving in schools that brush everything under the carpet.
