Electronic monitoring is an extreme restriction on a person's freedom and just another form of pretrial incarceration. People on electronic monitoring experience many of the same harms that people incarcerated in brick & mortar jails experience.
In Cook County, people who are incarcerated in their homes on EM find it nearly impossible to gain employment or do basic tasks like go to the grocery store or the laundry mat.

In Cook County, 3,664 people are incarcerated in their homes with electronic monitoring, that's 1,500 more people this time last year.
As Illinois prepares to #EndMoneyBail by implementing the Pretrial Fairness Act. We must dramatically reduce the use of electronic monitoring and protect pretrial freedom.
