João Cancelo is the best in that category, although it's worth to note that despite having 15 more tackles, he only has 1 more than Shaw in the attacking 3rd. 89% of his tackles come in the def and mid 3rd while it's 83 for Shaw.
João Cancelo and Luke Shaw are two of the best full-backs in England this season, with both having made significant improvements since last season. Who you prefer probably depends in what you are looking for in a full-back. Personally, I'd take Shaw but it's definitely debatable.
