Is anyone good at finding problems with Stream lag?

I use SLOBS (I know, ew) but I don't think it could be CPU usage.. I just got a new computer so I could stream without lag but it still lags on stream
I can try to find other info if necessary. Any help is appreciated!

Also I should mention so far the lag was encountered on "It Takes Two" at high settings, and when playing OW at 144fps but not at 60 fps.

I don't rly want to switch to OBS but I guess if SLOBS is the only problem...
